REGULATORY FRAMING
How research-use-only materials sit in the Canadian framework
Canada regulates therapeutic products through the Food and Drugs Act and its associated regulations, administered by Health Canada. That framework governs products represented for the diagnosis, treatment, mitigation or prevention of disease — in other words, products making a therapeutic claim or intended for human or veterinary administration.
Research-use-only materials occupy a different position. They are supplied for in-vitro laboratory investigation, carry no therapeutic representation, and are not offered for administration. The distinction is not a loophole or a label applied after the fact; it is a description of what the material is for, and it constrains how the material may be described at every point of sale. A supplier that attaches an outcome claim to an RUO compound has not found a shortcut — it has changed the category of what it is selling.
In practice this shapes what a Canadian research buyer should expect from documentation. An RUO supplier can legitimately tell you what an independent laboratory measured: purity by HPLC, identity by mass spectrometry, endotoxin by LAL assay, and the batch those figures belong to. It cannot tell you what the compound will do in a person, because establishing that is the work the regulatory framework exists to govern.
The practical consequence is that evaluation shifts onto analytical evidence. The questions worth asking a Canadian supplier are about method and traceability — which laboratory performed the analysis, against which reference standard, on which batch, and whether the figure quoted is the batch in your hand or a historical average. Those are answerable questions. Questions about effect are not, and a supplier that answers them anyway is telling you something about its compliance posture rather than about the compound.
